But time will only tell like you said. Personally, I think they are only "trying" to make improvements for PR. Many of the people they would be hurting are helping them with adwords

i agree with the PR push... they want to appease the se users, but at the same time they like the revenue that blogs and such generate.
my thought is that the only way they could systematically make an algo change that would actually work, would be to go after platform specific sites like wordpress and vbulletin etc.. so, fo example, any url in the comment section would be devalued same with links in profiles.
i have to believe that there is no way google is going to spend the resources to cross link every link to determine which are high value versus low value..
if you think about it though, where is the majority of link juice for spammers coming from?
bm'ing, forums, and blog comments...
again.. devalue the paltform and you do away with as lot of the current exploits...
