I think what you did is a bit different. Crowdspring doesn't have packages. You set the award amount for your project and give your project details, then the community goes at it. You can rate the submissions along the way, you can give feedback, etc. At the end of the project you can ask crowdspring to extend the project or for a refund of the award money if you're not satisfied with any of the submissions.
Their listing fees, etc. have gone up rather quickly over the past year or two as they've grown, but with the size of their community you're very likely to get something you either love or that you can work with the designer to mold into something you love. We've had quite a bit of success with it on various projects.
edit: different in the sense they don't offer packages, but similar in a lot of ways yes. Not sure if 99 will offer you a refund if you're truly unhappy with all of the submissions.
