Once you google webmasters account is created don't hesitate to contact them through there. Ask them and see what they have to say.

The people behind Google Webmaster Tools don't respond to questions or anything for that matter. When I fix my site so it's Google compliant, and file a re-inclusion request, they ignore the message, and leave some of the penalty.
