This is what I see.
Site owners spending $3,000 on a tour is the norm. Some spend more some spend less.
Spending $3,000 to promote the site with banners on boards isn't exactly unknown.
Spending a small fortune to throw traffic at it is normal.
Spending money, time thought on what to put on the tour is the exception. In most cases they take the existing content and chop it up into small samples to put on the tour. Some deliver enough to get the surfer off, some deliver enough to show the site is the same as 100 other sites.
VERY very few spend money to get something on the tour to convert. Other than a fancy design.
