Communism isn't necessarily secular but all communist countries(that I'm aware of) ban religion. It's a basic Marxist principle that "God" has no place in society. There's a lot more religion now In Russia than ever before and they're as corrupt as ever so I don't think much would have changed with the serf mentality.
