Many of these individuals come from the USA and UK, they are also located elsewhere. These are the ones who can get their oil on the cheap to then resell at whatever price they choose, they can also ensure that their puppet spends the received oil money in companies that they have shares in or own. They don't necessarily sell the oil to the USA or UK, they can sell it wherever they like on the global market
