You raise a good point about the use of the so-called "serial comma" or "Oxford comma" in written English. There is some debate in the subject depending on which country you originate from, whether you are writing something formal or informal, (look there it is!) and whether you are following the Chicago Manual of Style or the AP Stylebook. Of course about using "could of" in place of "could have" or "could've" there can be no debate. That's just ignorance.
