It calls multiple numbers at a time, the first non-digital voice it hears, the software then closes down the other dialing connections and routes through to the live caller.
If you are picking up 2 seconds after someone else picks up, you are hearing the system closing down the other active calls and routing to the live call.
Basic gating/switching telephony stuff.
