I'm pretty sure you know he said much more than that. Like he told Americans to heed warnings from local, state officials and evacuate if told to do so. Oddly enough, really not much any President can do, until AFTER something happens - then he can overstep the State, kind of.

To be perfectly honest I did NOT hear him say any of that, after the 10+ mins he spent talking about gas prices and that magical tax break coming to people's paychecks (those things I have NOT gotten in almost 15 years lol) I went outside and took care of some snow/ice removal.
You're exactly right though there is not much he could DO at the time BUT he could have SAID allot more then he did right off the bat, to me it was just like a "lie" I had heard for hours that Obama was coming to address the crisis, every channel local and national, and when he finally got on camera it was like he decided to talk about his new dog instead of the "issue"
We have troops in Japan, we have citizens, family, friends, companies etc etc etc I just think he should have said more at the beginning, the gas shit really could have waited UNLESS the gas prices were going to be directly effected by the Japan quake / tsunamis (which as much as I listened to from him I did not get that it was linked)
