I think Chomsky attacks the US for multiple reasons:
1. leader of the world both military and economically
2. Chomsky himself is American
3. US sanctions most terrible acts in the world as well as actively participating in them
My own country the UK has started wars for economic self-interested in Egypt, sanctioned genocide in East-Timor and armed many dictators. Killed civilians in Iraq with sanctions on medicines and medical equipment, supported apartheid in South Africa...the list is endless.
The backing of Indonesian dictators was done by an Old "Socialist" Labour government (although I'd argue if they were actual socialist but that's another topic).
We're a very close second for the worst foreign policy record.
