To be more specific...they usually insert members of Special Operations Forces...which includes the Navy SEALS...Army Rangers...Army Special Forces...and the Marines Force Recon.
It would normally be SEALS and or Special Forces...or in this case possibly a NATO equivalent.
You are correct about the MEU being a ship at sea...it is a mini aircraft carrier with fighter jets...attack helicopters...and rescue helicopters.
The ignorant hear the word Marines and automatically assume it means Infantry being sent in...but of course the MEU does have the capability of sending in Infantry forces.
