Whats with that crazy ass comment that pre-marital affair(?) increases the likelihood of violence?

The reader is left having to assume that these UN MARRIED people are also monogamous, and that "affair" doesnt mean "of the heart" but rather "of the loins" and that it's sexual intercourse. Then you have to assume that there is going to be violence because NATURALLY every time a man or woman has sex with a third party, they are caught in the act or have no self control and become violent. And because of all THAT crazy shit, he would vote to make it.. illegal?????? Ok, so because I say "she was my girlfriend" and she sleeps with someone else, she's a criminal? Oh sure, it all hangs together so well. Lets do it.
