When a company pays $30,$35,$40+ dollars for a FREE credit card join, do you really think ANY program is going to continue working with a particular affiliate if they are being paid more than they company is making off of their traffic. And you cite that as "crap". That is standard with EVERY program. Find me one company that will be ok with losing money from their affiliate.
