I have my security system setup to email my phone when it detects movement. I assume most of them will do that nowadays, as long as you get one that is internet enabled. It also has GSM backup so it can make a phone call if the internet is down.
I also have IP cameras installed so I can login and view my cameras from my phone. I use this program:

The camera setup is the cheapest way to go. Internet enabled alarm system will cost you about $1000 to get just a basic setup with a couple motion detectors, outdoor siren, etc. The best part is you can just keep adding shit to it. If you want to do it all yourself then a Visonic powermax pro is an easy to setup system, all wireless and DIY. Can also be professionally monitored if you want.
I'm sure there are plenty of good choices though, just depends on what you want to spend.
