he's worried about tar, and you're suggesting he smoke his pipe crud? lol. let's see, save tar, so you can smoke pure tar. genius. most people stop doing that when they quit buying weed with their lunch allowance. a bong mostly just cools the smoke so it's easier on the throat. it doesn't filter much of the tar, if any.
i've had friend do the weed vodka, and it will definitely get you fucked up. i never made it myself so i can't speak for how long you have to age it, or just how much you need to pack into a bottle.
as for cooking it, you need to sort of sautee it for a long time on super low heat. i usually toss an ounce in with about 4 sticks of butter. i use a slow cooker and a glass jar. toss a coupel cups of water in and throw it on high. but a lot people will just use a couple pots set into one another. i've seen people do it just in a sauce pan, but i think that's still too much heat and you'll lose some of the potency.
once you've got your butter you can use it for virtually anything. i like to do garlic toast with it.
