She is using it, in the overly proper way, to make Obama's family sound important, to a group of people that are mostly aged around Obama's Fathers age -and leaders of some sort, which were around during the Crown rule and being so adopted the use of the phrase among those that think they're important, as a way to prove family importance.
Look it up... You'll even find a few other ways to say it, it's a total British thing but several Countries have picked it up over the ages.
