After the 2008 elections and their subsequent events, the United States Senate was composed of 57 Democrats, 41 Republicans, and two independents who caucus with the Democrats.
It takes 60 votes to close a filibuster by invoking cloture under Senate Rule XXII.
It is sad that both sides can not budge a little.
Heck the dems only needed 1 maybe 3 votes.
