They need to do this with everyone, period. Police should ID anyone they come into contact with. If they can't provide ID, there's a problem. Tourist? No problem - Let me see your passport and let me check it with customs to see when you entered the country.
Then again we need to have California stop handing out a driver's license to anyone with a pulse.

The catch 22 is do you think it's really fair that while on vacation you might get stopped dozens of times to show id while doing nothing wrong? At what point does it go from protecting the law to harassment? Same goes for a natural born citizen of Mexican decent. Is it really fair that in the course of 1 day you might get stopped 10 times just to constantly prove your legal? I'm sure at some point it would get very annoying.
I'm not saying I'm for or against this law. I'm just saying I can find issues on both sides.
