I think there's a difference between being racist and using racist terminology (which AFAIK is the reason for the ban).
You can make fully 'racist' arguments and points, which can be part of a healthy discussion or debate, while still avoiding terms like "ape", which is extremely offensive and doesn't really add anything to a debate.
Edit: When I say "you can make fully racist arguments and points", I mean it's possible to do so generally; not that you can do it here. I'm not sure if that is possible/allowed or not.
