not sure how things are where you live, but places here in the states LOVE to charge for shit like parking. one office I looked at charged out the ass for water, waste and sewer charges, some $100+ a month. They would charge you for internet access which was slow as shit and was $150/mo PER computer
most large commercial complexes dont give a shit and you just pay for what you use, but smaller "mom and pop" rentals like to go beyond rape
