OCR technology does convert images to text but it sure as hell doesn't knock out the background in the process. You're saying that Acrobat has the ability to knock out a background and convert images to to text. Also, when it, layers images to text, the text is selectable so you can search or copy/paste. Finally, why was only the personal information layered and not the actual raw certificate information such a name, State, etc? OCR usually scans typed images better than hand written text.
