She lays a hand on him from behind in the middle of a heated situation... He has no idea what is in her other hand, or what her intentions are... He pushes her back, but it comes out as a slap.
Contrary to your post, the person that is GETTING ARRESTED is allowed to know why... Not any old person that happens to be standing there... and officers are instructed, especially in a crowded, high-tension situation, to first get the person being detained under control, and the situation handled, prior to then telling the person being detained what they are being detained for. This is for the safety of both the officers and the person being arrested.
