Hey guys! how are you? hope you are fine

I need some help with videos encoding, any guy regularlity encoding videos here can help me out if he wants too, its not something too complicated what i need to know ;)
I had purchased lots of different HD movies, the thing is, when i play those 720p movies on a 42' LCD, some of them look pixelated if i'm standing just infront of the tv, with my head sticked to it, and some I DONT SEE A FUCKING PIXEL!
How do this last ones achieve this quality? Might it be due to the fps for example? i noticed the those videos which i don't need to go 1 or 2 meters from the big TV not so see the pixelation have a fps of 29, when the other ones seem to be PAL ( 25fps ), which is the best encoding specs to achieve real HD 720p ???
+ Which encoding format?
+ What FPS ?
+ Progressive Scan? Uper/Lower Field?
+ Entropy Code?
Any tips here welcome guys

On the other hand, above from doing the common color balance, constrast, etc on movie editing, are there any good plugins to make movie quality better? I had been checking boris page and seems to have really good plugins for vegas ;)
Anyone encoding/editing HD movies, or even SD movies with tips are very welcome! thanks a lot in advance guys
