Alot of sites running lighttpd for the streaming throttle each users connection to around 100k/sec to save bandwidth.

If a user has say a 100mbit connection, loads up a 10minute video and watches 10 seconds of it before changing to another vid, without any sort of throttling he might have downloaded say 3-4 minutes of the video, leaving us with alot of wasted bandwidth. Thus, some sites setup throttling on the httpd so that its fast enough to stream but not fast enough to buffer ahead too far.

Or like Godsmack said, Wowza/FMS is true streaming which also doesn't let it prebuffer too far.
