Most nations would reconize a ship sailing under their flag as an extension of their territory. And thus,someone born in or on your territory, automatically becomes a citizen of thatnation. But in reconizing that you may be an American who temporarily are cruising an a Bahamas registered ship, most nations offer their citizens to also make their own natural children citizens from birth.
So in most cases, it would be a situation where the parents would be offered a choice of dual citizenship or to pick either one of the two for the new born.
