Dukes and Noblemen weren't part of the government? Sorry, you are wrong. You didn't need to be part of the royal family to be nobility and therefore part of the government in those times.
Perhaps you should re-check the government hierarchy of feudal England, and how the noble ranks, e.g. Duke, Marquess, Earl, Viscount, Baron, ran the country under the royal family and how they collected taxes from the people in the areas under their rule.
I would suggest a little more research.
