As for the 'why' who knows. Maybe it is the assumption that PB is a huge company, and would sue you if you wanted to lock horns. Typically they would hit you with a C&D, and give you 48 hours to remove the content. They would just keep plugging away until they got your attention. They are not the only one's who've done this however.
Where the other company's do a hit and run so you could shoo fly them away.
