Yes, in Russian, generally speaking, you would refer to houses of any size outside the city as a cottage. Dachas, typically are tiny soviet shacks with a garden... not necessarily where someone lives full time, although it could also mean a bigger home. Paul wants to play semantics because at this point, thats all he's got.
