Selling people a dream, a lottery ticket, a chance is still functioning as it always has.
Even if people know they're probably not going to be able to have a work-at-home for $3000 a month job, they for some reason can't resist the temptation about buying such an info packet for say $29.99, $14.95, $9.85 or whatever. And what you sell them, is the info packet, how to apply, where to go and so on. All about the marketing, if it's tempting enough, people will think that even if they'll probably not going to win or use it, they still want to pay $15 or whatever to find out more. It works great for mainstream becaus epeople are simply curious.
