1/2 the people in prison are not true criminals, but drug addicts that should be sent to a rehab like in Europe. Plus, there's a good percentage of people who are mentally ill, not criminals. Also, people are sent to jail in the US over non-payment of traffic tickets, fines, tax, etc.
