Not just the billing, I know I posted like three responses in a row (my pet peeve) and in one of them I had mentioned it's also the phones and sites. We have webkit built sites - blackberries, androids, iPhones, etc. whereas Europe isn't there yet, their popular phones are WAP, Nokia type phones. So the sites made for those work better obviously.
The other thing when doing SMS billing is the relationships that need to be built with the telecoms, which we don't have.
