There are company's that are not geared up for mobile in the EU (UK, Germany, France, Spain etc.) from a platform and billing perspective. The mobile traffic being sold today comes from a lot of thees places and these company's don't sell it because they know its worthless it just buys them time to sort their own propositions or in some cases you can find a partner on the ground to do the leg work for you and you just take a slice of the pie on a nice revenue share deal.
This is going on TODAY and will continue as the big players are using the local regional company's to make the most from their mobile traffic.

CC has made a great point here. Some webmasters may well monetize certain profiles of their traffic very well, perhaps in their own countries etc or indeed if they have a site that is geared up only for smartphones. Non smart phone sites generally convert at a much higher ratio (we find around 5-10 times better - from client feedback) so its a good idea, certainly for premium VOD providers, to look at ensuring their sites are optimised for the "dumb" phones additionally so should site who carry ads as our CPC revenues for this traffic is commensurately higher.
If a webmaster can monetize only a certain country and/or handset type then it makes sense to sell the remnant traffic to someone who can do it better and charge them as much for it as possible.
