If they licensed prostitutes the same way they handle fishing and hunting licenses you'd have no underage or nonconsensual participants. The state could also charge a license fee and make STD testing a mandatory part of renewal. It would be safer for those involved, profitable for the states and federal government... only reason it isn't done that way is because it makes too much sense.
