What Cal. and other states are trying to stop is the avoidance of state sales tax on goods shipped into their states rather than being purchased from a local business that charges for, collects, then passes onto the state the tax.
If a company has a presence in the state the product is shipped to them they will charge on out of state shipments. If the company has no in-state presence it is up to the consumer to declare and pay the tax each year.
By having Amazon affiliates in the state Cal is counting them as an in-state presence. Thus Amazon has cancelled all affiliates in Cal in the hope they will maintain their price advantage of 8.5% over Cal businesses.
Probably billions of dollars, no way Cal is going to let up collecting this needed money.
