What Kansas law says means shit.
If you conduct your business in New York, then New York laws apply. If you conduct your business in California then California laws apply.
Are you really so dumb as not to realise that.
My company owns adult bookstores in Australia, if I opened one in California I cannot claim exemption from California sales tax as my place of business is in California. California will expect all taxes due for business operations carried on within the state.
Likewise an affiliate opening a company in Kansas cannot claim exemption from local taxes if he / she carries on business within the state of California.
