it is one of the major failings of ccbill. as most sites put a destination url in the link code, they are bound to that link. it's a failing of the ccbill system and allows for traffic to be hijacked.
what is really annoying is that ccbill will close a program but still forward traffic through ccbill links for that site, instead of allowing webmasters to set a dead link url. my ccbill has tons of dead programs, but if you have a link still up somewhere, the traffic goes to that dead site or the people who bought out the domain.
