In order to extradite for a crime;

1. Both nations must recognize the act as a crime.
2. The penalty of both nations must be roughly the same (generally capital punishment or long prison sentences in one nation as opposed to the other is a barrier to extradition).
3. The extraditing nation must prove that the crime occurred on their soil (jurisdiction).
