in the summer time the main reason people keep the fuel level higher is due to evaporating gasoline. the less you have in the tank, the more can evaporate within the tank. most cars nowadays have systems that rid the tank of these extra fumes called an EVAP. Ive been around cars my entire life and the only way a fuel pump goes bad is if it was going to go bad anyway, not due to low fuel levels. Not to mention most gas tanks/fuel pump assemblies are fully immersed in fuel until you literally have no gas left.
