Only way i'd partner with someone on something is if they had a huge traffic network of thier own, or a history of money making projects. However, this works both ways. Someone with a huge traffic network or history of making good money wouldn't need me as a partner, because he could just hire me to do the work instead and keep all the profit, and if they DID want to partner I would think they don't 100% believe in the project because they aren't willing to stake the starting capital (development costs).
