Why would anyone leave youporn to go to your tube? That's the question I'd ask myself. And then code and design from there. If you just throw up some vids and throw misc traffic at it I think you'll be wasting time and money.
What can you do to make it faster? More interactive? More targeted vids to targeted surfers? More fun? What can I do to make people bookmark me and eventually make me number 1 and maybe even buy something every once in awhile? If you have the time and resources to sink into something like that, it MIGHT be worthwhile. Otherwise, I'd go with the quantity over quality approach and start 200 shitty cookie cutter tubes.

Although I see your point, I think this deals with absolute scenarios and leaves a lot out of the equation. For starters, if he has a really innovative idea, he has an added "novelty value" to start with. Second, think about TGPs: there were tens of thousands, maybe even hundreds of thousands, and a big part of of them made money, yet none of them got to The Hun's position. My point is you don't need to be #1, if being #100 makes you money, what do you care?
As for the question, I'll leave out the cynical (and pretty understandable) answers and try to add something:

1 - Maybe 700-1000
2- There are many, I'd incline to MechBunny, but there are several that will work.
3- It's variable, obviously the most you invest the more traffic you'll get. Quality is a very different story.
4- Depends o many factors. As an example, we built a site with 0 (zero) investment in traffic and made it go to 18k unique visitors a day in 3 months. But we bought 20k+ in content and we devoted 5 people to this project. AND we also used WP, which helps a lot (I mean, it's day and night, probably amounted for 50-60% of traffic). We merged it with MechBunny's script (plus a good deal of custom scripting) and the site grew almost in autopilot.
I assume that if you run it by yourself with any standard tube script and buy $1000 a month of traffic you could be more or less around 20k a day by month 3 (stable) and from there grow around 10% a month. Again, it all depends o what and how you do it
