And why do they need a permit to sell beer anyway? Who decided that they need a permit?

If an officer came up and said "you're selling beer without permit - give me money", maybe he need to told "you're wearing shoes without a permit - give ME money".

My laws say that everyone that wears shoes, needs a permit, and needs to buy that permit from me.
