I don't think that Government is growing a funny bone, but rather you have a select few employees that take it upon themselves to fuck with a few morons. I knew someone who worked for the city bylaw enforcement. Some ass-hat called to complain about the singing frogs, and how they kept him up at night. He wanted to know what the city planned to do about it. Her response was, "send me the names and addresses of those frogs, and she would send them out a nasty letter, detailing the city's noise bylaw" I guess he got the point, cause he never called again.
