JamOnCam it is not cheap for sure (the company is eyepartner.com) , and they let pay all the hours for any change you ask, including blueprinting, never give any extra for free (even customize open source eventually). But they have own software for real and can customize it with a number of developers who know what they are doing, with online ticket systems. Sites using plain jamoncam are for example cams4us.com or divascam.com , which are up and in biz from some years, and we use that company since 2004 for several pieces of our sites but is very custom so not jamoncam really.
You said 15k and this is well enough for jamoncam with some customization; it may be enough to buy license + custom of every other system as well however.
You can find surely cheaper companies then jamoncam i.e., single developers but you need luck to have support forever in future, or quick (including server issues) as most cam scripts around are run by a single kid who may be cheap and cool but then vanish and leave your biz in shit - or scripts have just 1 customer while jamoncam have many, and as the guy above noted, they not work for free so unlikely they'll fail or bankrupt. About Tim being a liar well he's a sales man aren't them all liar after all, I seen worst really, just remember you do NOT need all what he try to sell you, like you should do with every sale guy.
