It depends how much down time we are talking about. Our industry sets the bar pretty high when it comes to hosting and downtime. If your talking less than two or three hours, no. Anything more is open to discussion. You also have to take into consideration to what caused the outage.
I look at it this way... If my power here at the house goes down for six hours, I don't get the entire month for free.
