The easiest way to hit the pirates is their income. Make advertisers and payment options culpable for sites that break the laws.
Make Visa pull the rug from under the pirates and the whole thing shrinks.
If you advertise or process on/for a site that has masses of pirated content on, you might be standing in the dock.
Wouldn't wipe it out, but watch piracy shrink. The problem today is piracy is profitable.
