no not really normal, it varies by program - but sure it can go that high, doesn't have to be the street rate. In any case, it is always dependent on your free to pay conversions even if they have a hard per email payout without conversion minimums.
If your traffic blows they'd still lower your payout, move you to PPS or %, shave your leads or kick you out of the program
