I think you may have confused what you read. China has an FTA with the NAFTA members (as do many countries). China is the largest trade partner with NAFTA, they aren't part of or under NAFTA, only 3 member countries are.

What issues do you have with nafta?
While I didn't deal with this part of the business directly, our Canadian company had/has to use nafta rules, I assume for the tax benefit. We purchased distro/manufacturing parts, ship them into Canada, add our flavor to them, and ship them back. I really can't find the raw deal in not getting double taxed.
