It's the definition of "relevance" that no one really knows. Is relevance really just two sites that are classified as "adult" in Googles eyes, or SERPs that are the same. Is a relevant site one that has 5-10 terms that match? How can you tell what SERP terms the site your linking to or from are? I completely agree that these days, PR doesn't carry much weight, because you can get easy backlinks from any mainstream domain that is maybe PR4 or PR5 but it's so diluted due to it being a linkfarm that it doesn't carry any linkjuice. Yeah sure, you got nice PR on your inbound stats, but your site still hovers at PR0 or PR1.
