Never watched the show, but I don't believe it happens like that. I live in a pretty fucked up neighborhood. But sellers aren't on the street - They're in their apartments, and junkies come in, so there's no line or whatsoever.
But most "sellers" hardly ever get caught. They're hired by the dealers, and they work from their apartments. It's true that neighbors get suspicious, but they don't like to talk. They all mind their own business when it comes to criminal activities.
At least that's the system in my city.
