I'm thinking that Obama can not claim a victory in Libya even if the forces that attacked that country do end up being successful with the regime change. This offensive was led by France, hence the French can claim victory if it actually happens.
If the regime does change, then we need to wait and see what happens there...my guess is it that the new government will not be a friend of the United States.
